Political Career
Between 1991 and 1993, Okowa served as Secretary of the Ika Local Government and later Chairman of the Ika North-East Local Government Council. He was the Grassroots Democratic Movement’s Delta North Coordinator (GDM).
In 1998, he joined the PDP and worked on Governor James Ibori’s campaign in 1998 and 1999. From July 1999 to April 2001, he was a Delta State Commissioner for Agriculture and Natural Resources, Water Resources Development (April 2001 to May 2003), and Health (September 2003 to October 2006).
Okowa resigned to run for governor of Delta State in the 2007 PDP governorship primaries, but he did not win. Ifeanyi was appointed Secretary to the Delta State Government in June 2007.
With 942 votes, Ifeanyi was elected Delta North Senatorial candidate in the PDP primaries in January 2011, but the outcome was disputed by party officials who preferred Marian Amaka Alli. He was re-elected in a rerun, receiving 1,446 votes to 108 votes for Dr. Marian Alli.
Ifeanyi received 98,140 votes in the Delta North Senatorial election in April 2011, beating out runner-up Prince Ned Munir Nwoko of the Democratic People’s Party, who received 67,985 votes. According to reports, tensions over the January 2013 election are still present.

Okowa’s administration announced the partial privatization of the state-owned Delta Line bus operator during his first term. At the conclusion of the privatization process, God is Good Transport Development Company (GTDC) purchased 60% of Delta Line for $160 million, while the Delta State government retained 40% ownership.
The owner of GTDC, Chidi Ajaere, had backed Okowa’s 2015 campaign, and another bidder, the Delta State Council of the Amalgamated Union of Public Corporation, Civil Service Technical and Recreational Services Employees, claimed to have offered 2 billion for the same stake.
The AUPCTRE and its parent organization, the Nigeria Labour Congress, claimed that GTDC initially offered the concession committee only $80 million, compared to their $2 billion, but that GTDC was chosen after they doubled their offer to $160 million paid in two installments, while the AUPCTRE was never contacted by the committee; the AUPCTRE also claimed that GTDC never completed their second payment of $80 million.
Former Delta Line Accountant-General David Akpemegin claimed that the company had nearly finished its debt payments at the time of the sale, and financial records show that the Line was profitable, according to AUPCTRE, who opposed the privatization. Okowa’s commissioners attempted to defend the sale by claiming that Delta Line was in debt.

According to reports, despite GTDC’s low proposal, Okowa appointees such as Commissioner of Finance and Chair of the Concession Committee David Edevbie actively supported the company throughout the process. Experts also suggested that GTDC’s acquisition was partly motivated by a desire to eliminate a competitor, with reports indicating a decline in Delta Line service quality following the transaction.
Olisa Ifeajika, Okowa’s Chief Press Secretary, justified the administration’s transaction, noting GTDC’s “extensive experience in the transportation sector.” GTDC also defended themselves, claiming that Ajaere had no “special relationship” with Okowa and that it was the best bidder.
In the Delta State Auditor-annual General’s report for 2019, the International Centre for Investigative Reporting discovered unusual spending, contempt for financial norms, and evidence of financial theft in a two-part investigation released in December 2021.
Several ministries, departments, and agencies (MDAs), as well as the State House of Assembly, were named as suspects in the report’s inquiry.
